We were instructed to draft a section 73 application to vary the Runcorn Energy from Waste facility’s planning permission. INEOS sought the flexibility to deliver up to 480,000 tonnes of waste per year to the facility by road. The current planning permission is limited to only 85,000 tonnes per year by road, 10% of annual throughput, with the remainder required by rail or water.
We set out a project programme and directed experts to produce a new Environmental Statement, a wide ranging Planning Statement and a full community engagement programme for the application.
Our ground breaking sustainability case shows that a flexible approach to transportation mode, in line with the European principle of ‘co-modality’, can deliver greater greenhouse gas savings than a ‘rail only’ approach.
The application was submitted in December 2012 and we are currently awaiting a decision.
